This study reviews, analyzes, and discusses women's participation in the City Without Slums (KOTAKU) program in Bireuen District. The reality is that women's involvement in the KOTAKU program still needs to be increased. The method used is qualitative research with an empirical or sociological-juridical approach. The research produces descriptive data in written or spoken words or observed behavior. The research results show that the strategies for women's participation in the City Without Slums (KOTAKU) program in Bireuen District have been implemented in three villages: Meunasah Capa, Meunasah Dayah, and Meunasah Jangka Mesjid. Women actively participate in program discussions and waste management. However, the main obstacle is usually the busy household chores that prevent them from fully utilizing their time for organizing the KOTAKU program. Additionally, the socialization efforts only reach the sub-district level, and generally, village officials need more response. It is recommended that the government eliminate stereotypes against women and involve them in the policy formulation process in various sectors, including politics, social issues, and culture, for the future development and achievement of a slum-free city in Bireuen District.
