Abstract

As an effort to orderly manage village finances and in order to prevent corruption at the village level, the Kubu Raya Regency Government gave rise to the innovation of Village Non-Cash Transactions through the Village CMS (Village Cash Management System) application in collaboration with the West Kalimantan Regional Development Bank Kubu Raya Branch. This study uses policy implementation from the views of Van Meter and Van Horn that implementation is an action by individuals, officials, groups of government or private bodies directed at achieving the goals outlined in a particular decision. This study aims to analyze the Implementation of the CMS Innovation in Kubu raya Regency. This research is a research with a qualitative descriptive approach. Data collection techniques in this study used interview, observation, and documentation techniques. The results of the study can be concluded that the Implementation of the CMS Innovation in Kubu Raya Regency so far has been going well, but has not been optimal in its implementation. This is because in some areas of infrastructure such as electricity that is not evenly distributed, minimal internet access, lack of human resources, so that it is difficult for the village to implement this application.
